Internal reference document of the Grand Dominion
(equivalent to a constitution, focused on symbolic coherence rather than institutional regulation)

The Codex sets out the symbolic and conceptual foundations of the Grand Dominion of Bauralis. It defines its internal organization, territorial scope, and climatic position.
It was proclaimed by Chancellor Léon I, founder and guarantor of Bauralian integrity since 2012.
The Codex is not a legal text: it serves as an ideological foundation ensuring the coherence of the national project. It is not the result of democratic deliberation, but of a structured, deliberate, and stable vision.
¶ ✦ 1. Founding Principles
¶ Article 1.1 — Cold as a Regulatory Principle
Cold environments are recognized as fundamental regulators of planetary balance. Their preservation is a conceptual and symbolic imperative.
¶ Article 1.2 — Observation without Domination
The Dominion values a passive presence on its territories. Human activity is limited to respectful observation, with no exploitation or transformation.
¶ Article 1.3 — Centrality of the Chancellor's Role
The Chancellor embodies permanent authority, guarantor of the ideological, territorial, and symbolic coherence of the Grand Dominion. No other authority is recognized.
¶ Article 1.4 — A Regime of Secular Theocracy
The Grand Dominion of Bauralis defines itself as a Secular Theocracy: a regime founded on the recognition of a higher symbolic order — that of cold, ice, and natural structure — without reference to any deity, revealed religion, or spiritual belief.
This model centralizes authority in the hands of the Chancellor, a non-elected, non-hereditary, and permanent figure, guardian of the Dominion’s conceptual coherence.
Its purpose is not to govern a population, but to preserve an order of meaning, a territorial structure, and symbolic integrity.
By “secular theocracy,” we mean a regime in which authority stems from a symbolic absolute (non-human, non-religious, yet structuring) rather than from traditional political or spiritual legitimacy.
¶ Article 1.5 — The Grand Citizen Council
Once a year, Bauralian citizens are called to gather for the Grand Citizen Council.
This assembly, strictly consultative in nature, serves to express a symbolic internal consensus.
The Chancellor is required to convene the Council within twelve (12) months of the previous session.
This convocation is formalized by decree and addressed to all recognized citizens.
Any decision issued by the Chancellor may, in exceptional cases, be subject to a collective veto if two-thirds (2/3) of the citizens present at the Council agree.
This rare and solemn mechanism is intended to safeguard the conceptual stability of the Dominion without compromising its structural unity.
The Grand Council holds no legislative power, but serves as a reflective body preserving coherence.

The Grand Dominion takes a clear and structured stance on climate issues:
- Rejection of all uncontrolled environmental acceleration
- Valuation of cryospheric zones as reservoirs of stability
- Recognition of global climate disruption as a primary threat
- Support for any initiative aligned with these principles

These territories are considered inaccessible and unalterable. They embody passive sovereignty.

The Saguenay site is recognized as the permanent government seat, following Decree n°001 / 2021 / ADM (fr).
¶ ✦ 4. Citizenship
Bauralian citizenship is:
- granted exclusively by the Chancellor
- non-transferable, non-hereditary, and revocable
- independent of any political or institutional claim
Citizens are chosen based on their conceptual affinity with the Dominion. Their identity is not public.
¶ ✦ 5. Function of the Codex
The Codex serves as:
- an ideological foundation
- an internal reference structure
- a symbolic guide for all decisions
It establishes no participatory mechanism. Its authority stems from coherence.
It acts as a foundational reference for all actions of the Grand Dominion.
¶ ✦ 6. External Relations
The Grand Dominion pursues no active diplomacy. It maintains a structured and reserved posture.
However, occasional interaction may be considered with any entity sharing a compatible vision, particularly regarding cryospheric preservation or non-expansionist symbolic organization.
¶ ✦ 7. Compatible Climate References

Only the Ice Memory mission is subject to a symbolic support decree. Other entities are mentioned for informational purposes.
¶ ✦ 8. Application
The Codex applies to:
- all official content of the Dominion
- the Chancellery, the Archives, and public decisions
It remains valid until formally amended by decree.
