The Grand Dominion of Bauralis is a state governed by a secular theocracy with centralized power.
This means:
“The Grand Dominion of Bauralis defines itself as a Secular Theocracy: a regime founded on the recognition of a superior symbolic order [...] without reference to any deity or revealed religion.”
— Codex of Bauralis, Article 1.4
This model has no universal ambition.
It is inherently tied to the nature of the Bauralian project.
The political system is based on five foundations:
Principle | Meaning |
---|---|
🧊 Stability | Rejection of change as a virtue; constancy in slowness |
❄️ Internal coherence | Strict alignment between thought, territory, and action |
🏔️ Single authority | The Chancellor holds all power; there are no counterbalances |
🌐 Selective neutrality | No active diplomacy; possible openness to compatible entities |
📘 Structuring Codex | Central conceptual reference ensuring coherence between authority, territory, and principles |
The Grand Dominion does not interact with its citizens through representative political logic.
The State is a conceptual structure, not a deliberative forum.
However, symbolic reflection may occur among citizens, especially during the Grand Citizen Council, an annual assembly gathering holders of Bauralian citizenship.
The Chancellor is obligated to convene the Grand Council within twelve (12) months of the previous meeting.
At this gathering, any decision made by the Chancellor may, in exceptional cases, be subject to a collective veto if two-thirds (2/3) of present citizens agree.
This mechanism, rare and solemn, embodies reflective stability, not political dynamics.
These forms of dialogue aim to preserve the coherence of the project without questioning its fundamental structure.

Power is exercised by the Chancellery, the sole and centralized body.
It is led by Chancellor Léon I, founder of the State since 2012.
Since February 2021, the Chancellery has been located within an officially integrated territory,
designated as the Government Seat in Saguenay, in northern Quebec.

By “secular theocracy,” we mean a regime in which the principle of authority derives from a symbolic absolute (non-human, non-religious, yet structuring) rather than from traditional political or spiritual legitimacy.
