The Grand Dominion of Bauralis is based on a monocephalic structure, centralized around the Chancellery.
It encompasses:
- the executive power,
- the symbolic function of sovereignty,
- the physical administrative seat of government.
The Chancellery is the only active body of the Grand Dominion.
It operates in direct continuity with the founding principles of the Codex.
¶ ✦ The Chancellor
Chancellor Léon I is:
- Founder of the nation (2012)
- Head of State and Government
- Sole issuer of decrees
- Custodian of the Codex and Archives
He holds all decision-making powers and acts without a permanent advisory body.
However, in accordance with Article 1.5 of the Codex,
the Chancellor is required to convene the Grand Citizen Council once a year,
during which citizens may, as an exception, exercise a collective veto.

The Chancellery:

- Convenes the Grand Citizen Council and archives its outcomes

Since February 3, 2021, the site previously designated as an embassy has been formally integrated into the territory of the Grand Dominion,
and recognized as the permanent administrative and political seat of the Bauralian government.
This discreet location in Saguenay (Quebec, Canada) is:
- the decision-making center of the Chancellery
- the residence of the Chancellor
- the place where the Bauralian Archives are preserved
